New bugtracking and feature requests database

As described here, the old bug tracking database based on the phpBugTracker software has been retired, and replaced with a new Bugzilla installation. I'm hoping that we can all use it to make things more efficient and streamline the process of identifying the causes of bugs and of gauging interest in proposed feature additions.
